Forum Presentation, April 13

Lou Ann Texiera, Executive Officer for over a dozen years of Contra Costa Local Agency Formation Commission over-seeing this county’s cities and special districts, gave an educational and interesting presentation describing the Commission’s Spheres of Influence, Municipal Service Reviews, and agency mergers, expansions, creations and dissolution’s.

Our speaker for April 13 is Lou Ann Texiera, Executive Officer for our Contra Costa Local Agency Formation Commission.  LAFCO was created by our Legislature for every California county in 1963 in response to post-WWII urban sprawl.  Its initial charge was to regularize city and district boundaries.  It is now also charged with Municipal Service Reviews to see that every public agency is doing its job and has the wherewithal to do it.  Lou Ann will be commenting on the future of the West County Health Care district, Rollingwood Park district and on-going Municipal Service Reviews.

Forum Presentation, March 9

School Board Member Valeria Cuevas gave a fascinating presentation on the West Contra Costa Unified School District Bond Audit.  The Board is addressing multiple issues to fix the school bond construction program.  She also addressed the return to an emphasis on curriculum and instruction with the selection of the new Superintendent.
